Provides calculation and setting of: 

• limiting (minimum and (or) maximum) levels of tariffs for thermal energy supplied by energy-supplying organizations to consumers.
• limiting indices of maximum (minimum) possible changes in the established tariffs on goods and services of municipal utilities, taking into account allowances to tariffs on goods and services of municipal utilities in average in the constituent entities of the Russian Federation in case of respective decision of the Government of the Russian Federation.

Exercise the following powers:

-        An analysis of production and investment programs of municipal utilities for the purpose of forming the limiting indices of possible changes in the established tariffs on goods and services of municipal utilities.

-        Approval of the decisions the executive government bodies of the constituent entities of the Russian Federation on setting the limiting indices of maximum possible changes in the established tariffs on goods and services of municipal utilities, taking into account allowances to tariffs on goods and services of municipal utilities on municipalities, tariffs on goods and services of the municipal complex on the level above the maximum and (or) below the minimum limiting index, in case of setting by the federal executive body the rates and allowances for the constituent entity of the Russian Federation in the field of public regulation.

-        Approval of the executive government body of the constituent entities of the Russian Federation`s decisions on the establishment of tariffs for thermal energy supplied to the consumers by supplying organizations, on the constituent entities of the Russian Federation, on the level above the maximum and (or) below the minimum limiting index, in case of setting by the federal executive body the rates and allowances for the constituent entity of the Russian Federation in the field of public regulation.

-        Implementation of control measures in the field of establishing and changing the rates and allowances, limiting indices by regulatory authorities of the constituent entities of the Russian Federation and the regulatory authorities of municipalities in the regulated sector, as well as participation in the implementation of control measures on the application of state controlled prices (tariffs) in the part of the reasonableness of the amount and the correct application of these prices (tariffs).

-        Preparation of the reasonable explanations and responses to the appeals received by the FTS of Russia on the matters relating to the Department.

-        Preparation of analytical memos, reports on the matters relating to the regulation of tariffs for goods and services of municipal utilities, the analysis of financial and economic performances of the industry`s companies.

-        Collecting and analyzing information on the approved rates and allowances for goods and services of municipal utilities, and approved rates for thermal energy.

-        Development and preparation for approval of guidance documents and recommendations on matters within the competence of the Federal Tariff Service, in cases stipulated by federal laws and regulations, as well as preparation of an explanation for the identification and application of prices (tariffs).

-        Participation in the work on improvement of legislation, including the development of proposals for any change of current or practically inoperative regulatory and other legal acts on the issues related to the activities of the FTS of Russia

-        In accordance with the Decree of the Government of the Russian Federation dated 25.03.2010 ¹ 184 "On introduction of changes in the statute of the FTS of Russia" Federal Tariff Service is empowered to implement the monitoring of the amount of the payments for public services by the citizens.
