Department for planning and economic analysis

Department for planning and economic analysis is a structural division of the FTS of Russia, its functions are as follows:

• To project regulated prices and rates and to analyze their impact on economic growth, progress in user industries, and on the living standards of population in line with behavior of investments incorporated in tariffs and in keeping with development programs of natural monopoly agents;
• To provide an annual draft Report on achievements and guidelines of the Service operations to be submitted to the Government of the Russian Federation and to the Ministry of Finance, the Service being the subject of budget planning;
• Sectoral managing bodies participating, to develop the Service proposals for short-, mid- and long-term forecasts of social-economic development of the Russian Federation, its industries and sectors of economy given the cooperative forecast of regulated prices and rates;
• To coordinate the process of working out proposals on implementation and improvement of the government unified pricing policy for the natural monopoly agents, while the latter undergo restructuring;
• To realize package treatment of projects and investment programs of natural monopoly agents and other regulated entities in the context of long-term projects for prices and tariffs by the entities involved;
• To ensure development and credible performance of data-processing and communication systems of the Service.
