Audit Department

The main tasks and functions of the Audit Department are:

• support, coordination and direct involvement in controlling issues related to the establishment and use of state regulated prices (tariffs), allowances, and indices;
• provision of activity of the Control Commission of the Federal Tariff Service (FTS) of Russia;
• forming and maintaining a register of natural monopolies, subjects of state regulation and control for determination (establishment) of prices (tariffs) and carrying out control over issues related to determination (establishment) and use of the prices (tariffs), issuance of extracts from the register;
• conducting proceedings on administrative violations within the competence of FTS of Russia, preparation of proposals on the application of penalties for violations of Russian legislation on state regulation of tariffs, on natural monopolies and the electrical energy industry, and provision of implementation of decisions made after reviewing cases of administrative offences, overseeing their implementation, as well as carrying out other powers stipulated by the legislation of the Russian Federation on administrative offences in the field of natural monopolies and with regard to determination (establishment) of prices (tariffs) and carrying out control over issues related to determination (establishment) and use of the prices (tariffs);
• control over the use of state regulated prices (tariffs) for electric and heat energy, tariffs and allowances by organizations of the communal complex, as well as making the plan and conducting scheduled and unscheduled inspections of business entities operating in the area of regulated pricing, in what concerns the relevancy of the amount and correct use of prices (tariffs);
• participation in control over the use of investment resources included in the regulated state prices (tariffs);
• participation in control over activities of the trading system administrator within the competence of FTS of Russia;
• from the moment fixed by the legislation of the Russian Federation, organization and realization of out-of-court procedure for settlement of disputes related to the establishment and use of prices (tariffs) regulated in accordance with Federal law "On Natural Monopolies";
• with regard to issues within the competence of the Office: ensuring timely and full consideration of oral and written applications of individuals, making decisions on them and sending responses to the applicants within the time period established by the legislation of the Russian Federation;
• carrying out proceedings on cases of violations of federal legislation on natural monopolies, participation in the examination of these cases and exercising control over issues related to determination (establishment) and use of prices (tariffs), and preparation, in accordance with its competence, draft decisions on violations of federal legislation on natural monopolies, as well as overseeing their execution;
• preparation of proposals on the application of legislation restrictive, precautionary and preventive measures of provided for by the Russian Federation, aimed at preventing and (or) suppression of violations of the executive authorities of subjects of the Russian Federation in state tariff regulation, legal entities and individuals of mandatory requirements in the established sphere of activity.
• preparation of proposals on sending to individuals and legal entities of mandatory orders to cease violations of legislation on state regulation of tariffs, on energy industry, and natural monopolies, including the elimination of their consequences; on making decisions on transfer to the federal budget of profit generated by subjects of a natural monopoly as a result of actions that violate the legislation on natural monopolies and implementation of decisions made after the consideration of these proposals, and overseeing their implementation;
• in accordance with powers of FTS of Russia, the preparation of proposals on sending to the executive authorities and local self-government authorities of mandatory regulations in accordance with the requirements of the legislation on state regulation of tariffs, on energy industry, housing and communal complex and natural monopolies with respect to determination (establishment) of prices (tariffs) and carrying out control over issues related to determination (establishment) and use of the prices (tariffs) and implementation of decisions made after consideration of these proposals, and overseeing their implementation;
• preparing proposals on revocation according to the established procedure of decisions on the establishment of tariffs for electric and heat power by the executive authorities of the Russian Federation in the field of state regulation of tariffs that they have adopted in excess of the powers conferred by legislation of the Russian Federation on energy industry and implementation of decisions made after consideration of these proposals;
• participation in the consideration of disputes arising between the executive authorities of subjects of the Russian Federation in the field of state regulation of tariffs for electricity and heat energy, organizations conducting regulated activities, and consumers;
• on issues within the competence of the Office, participation in drafting of federal laws, normative legal acts of the Russian President and Russian Government, other legal acts within the competence of FTS of Russia, amendments to such documents;
• exercise of other powers arising from functions and tasks of FTS of Russia on issues of control in regulated fields of activity.
