Department for regulation and pricing control in electricity sector

Prepares the proposals on approval and modification of:

• limiting (minimum and (or) maximum) levels of tariffs for electric energy (capacity) in the territories of constituent entities of the Russian Federation which are not associated in price zones of the wholesale market, as well as for electric energy (capacity) supplied to the population within the social norms of consumption and excess social rates of consumption.
• indicative prices for electricity (capacity) for buyers - wholesale market for electricity and power entities in non-price areas, and also supplied to the population in pricing zones;
• tariffs for electricity (capacity), sold (purchased) for exports (imports) in electric power systems of foreign countries;
• tariffs for electricity (capacity), sold (purchased) on wholesale market for electricity and power for the purpose of engineering support of collaboration of UES of Russia and the electric power systems of foreign countries;
• peak floors and ceiling levels of tariffs for thermal energy, produced by power plants, carrying out in mode of combining of generation of electricity and heat;
• regulated tariffs (prices) for electric energy (capacity), sold to the producers on the wholesale market: - in the territories of the entities of the Russian Federation, united in price bands of wholesale market in purposes of  supply to the population - in the territories of the entities of the Russian Federation which were not united in price bands of wholesale market;  
• regulated price (tariff) levels for electric energy, sold by suppliers of wholesale electricity (capacity) market, used for the introduction of state regulation of prices (tariffs) in the price band (price bands) of the wholesale market of electric energy (capacity);
• maximum levels of economically justified costs for electricity production (excluding capacity), used for establishing the cases of price manipulation in the wholesale market of electric energy (capacity);
• tariffs for services of commercial operator of the wholesale electricity and  capacity market;
• tariff for operational dispatching management in electricity, provided by JSC “SO UES”;
• overall maximum price (tariff) level for services on operational dispatching management in electricity, provided by JSC “SO UES”;
• tariffs for the transmission of electricity by UNEG;
• fees for technological connection to UNEG;
• overall levels of tariffs on transmission of electrical energy to the entities of the Russian Federation;
• requirements for the energy saving and energy efficiency increase programs for JSC “SO UES” and JSC “Federal Grid Company of Unified Energy System”;

Take measures on:

-        Monitoring of prices for electric energy (capacity) for end-users.

-        Calculation and approval of subsidy size for interterritorial cross-subsidization liquidation.

-        Formation and approval of consolidated balance forecast of electric energy and capacity.

-        Calculation and analysis of forecasting transaction table of wholesale market for electricity and power.

-        Analysis of the actual data of production and supply of electric energy and capacity balance.

-        Determination of price parameters for the purpose of long-term competitive capacity take-off (capacity prices for new HPP and NPP put into operation; investment increments and increments to ensure the safe operation to the prices for functioning HPP and NPP; prices for capacity and electricity produced by generating plants in forced mode; prices for capacity of generating plants of wholesale market of electric energy (capacity) participants which have not concluded or do not execute capacity supply agreements; capacity sale prices for power generating facilities for which the highest prices in the price bids were given; peak capacity prices size).

-        Monitoring of hourly equilibrium prices for electricity (capacity) in electricity (capacity) market calculation model`s nodes.

-        Development and improvement of accountability forms and models.

-        Monitoring of compliance with the requirements for the energy saving and energy efficiency increase programs by JSC “SO UES” and JSC “FGC UES”.

-        Development and adoption of legal, methodological and other acts regulating pricing and procedure for settlements in respect of electrical energy, and services rendered by electric power engineering entities on the wholesale and retail markets.

-        Analysis of tariff impacts from the use of guidelines.

*) According to the Federal Law "On the Electric Power Industry" of 26.03.2003 ¹ 36-FZ, the Federal Law of 14.04.1995 ¹ 41-FZ "On state regulation of tariffs for electricity and heat in the Russian Federation" loses its force on 01.01.2011, the Department's functions, in this regard, can be changed.
