Department for regional monitoring

The main objectives of the Department are:

• To organize, jointly with relevant administrations of the Service, development of projects and methodological instructions on rate (price) making for electric and thermal energy and related services provided by wholesale and consumer markets; for products (services) of companies transporting oil and oil products through transmission lines, transporting gas through pipelines, dealing with railway transportations, services of transportation terminals, ports and airports, communications and other types of products(services) within the jurisdiction of the Service, these instructions to be submitted to the management of the Service.
• To prepare relevant explanations for the methodological instructions, the Administration involved in the process;
• To arrange external expert examinations and make materials available for them in the Service. Coordination of external expert examinations and control over external expert examination to be carried out in the Service;
• To organize and hold, in due course, competitive tenders for government contracts on placing of orders to supply products and services for the Service needs and also to carry out scientific-research for governmental exigencies in the specified areas;
• To develop proposals on creating and shaping coordinative, consultative and expert bodies(councils, commissions, groups, collegiums) including interdepartmental ones in the specified areas;
• To work out procedures so that to consider and to settle differences between executive bodies of the Russian Federation constituent territories, entities whose operations are regulated and consumers on the issues related to governmental regulation of tariffs.
• To promote outreach activities targeted at executive bodies of the Russian Federation constituent territories and other bodies in order to set up and to put into effect regional regulatory bodies in accord with the legislation of the Russian Federation;
• To monitor and assess efficiency of the regulatory methods applied;
• To work out procedures of coordinated appointment and dismissal from office of tariff regulation executive body heads in the Russian Federation constituent territories. To prepare the Service Decisions on coordinated appointment and dismissal from office of tariff regulation executive body heads in the Russian Federation constituent territories.
• To promote outreach activities targeted at executive bodies of the Russian Federation constituent territories in the area of government regulation of tariffs on issues of their interaction in government regulation and control over activities of natural monopoly agents. To coordinate cooperation with plenipotentiary representatives of the President of the Russian Federation in federal districts on issues within the jurisdiction of the Department;
• To realize control over shaping executive bodies of the Russian Federation constituent territories in the area of government regulation of tariffs on professional basis and to provide examinations out in the regions;
• To hold joint conferences with participation of executive bodies of the Russian Federation constituent territories in the area of governmental regulation of tariffs and to prepare relevant materials;
• To take part in the work of legislation improvement including participation in development of proposals to alter effective as well as invalid regulatory and non-regulatory acts related to the Service operations;
• To take part in development and implementation of unified information analytical system of FTS – REC – Regulated Agents in accord with the functions and authority of the Administration
