Decree of the Russian Federation Government No. 204 of April 9, 2004

Questions of the Federal tariff service

(in the wording of Decrees of the Government
of the Russian Federation No. 49 of February 1, 2005
and No. 602 of October 1, 2005)

In accordance with Decree of the President of the Russian Federation No. 314 of March 9, 2004, “On the System and Structure of Federal Executive Bodies”, the Government of the Russian Federation resolves as follows:

1. The Federal Tariff Service is a federal executive body in the sphere of regulation of natural monopolies, which carries out state regulation of prices (tariffs) in the electrical energy industry, oil and gas complex, the railway and other types of transport, for the services of transport terminals, ports, airports, public electric communications and postal services as well as other types of the goods (works, services) subject to state regulation in accordance with the legislation of the Russian Federation.

2. The Federal Tariff Service is carrying out its activities under guidance of the Government of the Russian Federation.

3. The main functions of the Federal Tariff Service shall be:

a) determination (fixing) of prices (tariffs) and control over the matters connected with the determination (fixing) and application of prices (tariffs);

in electrical energy industry;
in gas industry;
in the sphere of oil and petroleum products transportation through major pipelines;
in railway transport;
in the sphere of services of transport terminals, ports, airports;
in the sphere of public electric communications and postal services;
in respect of the products of nuclear fuel cycle;
in respect of defence products;
in respect of vodka, liqueurs and other alcoholic products with the strength of over 28 percent, produced in the territory of the Russian Federation or imported to the customs territory of the Russian Federation;
in respect of ethanol from food raw materials produced in the territory of the Russian Federation;

b) consideration of disagreements arising between the executive authorities of the Russian Federation subjects in the sphere of state regulation of tariffs by organizations, carrying out regulated activities, and consumers.

4. To enable the Federal Tariff Service to have up to 4 Deputy Heads as well as up to 9 administrations on the main lines of the Service’s activities.

The procedure of making decisions on determination (fixing) of prices (tariffs) shall be established by the Government of the Russian Federation on the basis of federal laws and acts of the President of the Russian Federation.

5. No longer in force. – Decree of the RF Government No. 602 of October 1, 2005.

6. To agree with the proposal of the Ministry of Economic Development and Trade of the Russian Federation to accommodate, in the established order, the central staff of the Federal Tariff Service in Moscow at the following addresses: 14, Varvarka Str. and 7, Kitaigorodsky proezd.
